DVLA introduces name and address checks for vehicle
registration
From January 1st 2004, anyone licensing or registering a
vehicle using form V55/4* or V55/5* will need to provide documentation
verifying their name and address. The changes are being introduced
on a UK wide basis.

DVLA has introduced these checks on form V55/4 and V55/5 in order
to prevent motorists from making fraudulent applications by supplying
false personal details. This will help the police in the fight against
car crime because it will make it easier to trace an individual
whose vehicle has been involved in an accident or a criminal act
– a key factor in reducing car crime.
With 350,000 applications received each year by the DVLA, these
changes will also have an important impact on improving the accuracy
of DVLA’s vehicles database.
How to register your vehicle
Take your completed V55/4 or V55/5 form and supporting documentation
to your nearest DVLA Local Office. You cannot register your vehicle
with these forms at a Post Office ® branch.
To prove your name and address you will need to show your up
to date DVLA photocard driving licence. If you don’t have
one please take one document from each of the lists below;

Documentation to confirm
a name
Current DVLA paper driving licence
UK/EU or foreign passport
Marriage certificate
Decree nisi/absolute
Birth certificate.

Documentation to confirm an address
Utility Bill valid within the last 3 months –
gas, electricity, water, landline telephone
Bank/Building Society statement valid within the last
3 months
Medical Card
Council tax bill for current year

Traders, who hold a current trade plate licence, can conduct the
checks on DVLA's behalf if they wish. This will streamline the process
and allow motorists to receive their documents back without unnecessary
delay. If a motor trader is registering the vehicle on your behalf,
you will need to provide the trader with the appropriate documentation.
If the trader chooses not to do this, they will need to present
the documents to the DVLA local office.
